Description: Fractional high voltage variation, used to adjust the transit time variations (\(\propto 1/\sqrt(V)\)). The parameter sets the Gaussian r.m.s. spread of random voltage fluctuations, \texttt{V = RandGaus(1., pm_voltage_variation)}.
